At approximately 1:35PM, Bobby Joe Rivers, a 34-year-old man from New Orleans, LA opened fire along the banks of the Mississippi, as passengers were boarding the Padlewheeler Creole Queen for an afternoon historic cruise. From atop the nearby Outlet Collection Riverwalk shopping mall, he fired more than 200 bullets, killing 10 people and wounding at least 50. The ensuing panic caused the deaths of 4 more individuals who were pushed into the river and subsequently drowned. The incident is the deadliest mass shooting committed by an individual in Louisiana history. It focused further attention on firearms laws in the U.S., and subsequently led to legislation drafted to outlaw whole categories of weapons and further entrench controversial "red-flag" laws surrounding firearm ownership in the state.

The attack was carried out quickly, over the span of ten minutes, and when the police arrived, Bobby Joe Rivers was shot and killed during his arrest by NOPD.
