Ok, let's say, that, just changing 'clothes' is 1d6, Standard Effect, Trigger, Limited. AP: 5 pts, RC: 3.
If there are foci involved, let's go with 1d6+1, Standard Effect, Trigger, Limited, AP: 7 pts, RC: 5.
That puts it at the cost for 4th edition.
Any clothing, add Improved Results (Without Foci) AP: 6, RC: 4. With Foci, 1d6+1/2d6, AP: 10, RC: 7.
